What colour would you paint it?

bronze or iron or gilded if it on a real toff.

you are safe with Iron/grey and it paints really nicely normally with the ubiquitous black under or over wash (depending on your preference)

iron with an edging of gold scales would look neat.

25mm I agree, smaller scales I would struggle! ;D

For 15mm use a dry brushing technique for scales as well as mail.  It's quick and easy and gives an edging effect whilst also creating shade.  I've done boxloads of cataphracts this way in metallic as well as horn colours and painted leather scales.  For horse armoured types I've got Armenians, Parthians, Sarmatians, Seleucids, Mid and Late Romans, Assyrians; one can never have enough armoured horsemen I say.
