Indeed he does though simply as Arthur rather than King Arthur.  Nice short piece from Koch there, thanks for the link.  If you click on Koch's papers on the link there is a really interesting one on St Patrick who he thinks may have been a Finance Officer for Maxim Wledig.  It's well worth a read.
