Title: Sasanian-style dish from Caucasian Albania

I've just come across an interesting depiction of a hunting horse-archer I'd not seen before - go to http://en.wikipedia.org/wiki/Arts_of_Caucasian_Albania (http://en.wikipedia.org/wiki/Arts_of_Caucasian_Albania) and enlarge the first picture.

The dish is obviously in the Sasanian tradition, and presumably found in Azerbaijan/Albania. The question is, is it a Sasanian Persian work - thus presumably depicting a Persian notable - or local Albanian work in a "provincial" Persian-inspired style - presumably depicting a local? I am tentatively inclined to the latter, if only because the headgear and the hairstyle (or just the depiction of the hair) is not quite like anything I have seen from Persia.
