Interesting.  Elizabeth was seeking a line of argument and reasoning which extolled the careful prince sensible of his (or her) people's welfare, while condemning an arbitrary ruler who used his power to crush other peoples.  She doubtless found a parallel in Tacitus, although perhaps not clear enough for her to use publicly in her promotion of the freedom of England against the tyranny of Spain.
