I am a little surprised that there hasnt been an excavation like this for a hundred years though....lack of money?

Lack of worthwhile targets? They have been excavated elsewhere e.g. in Baltic states recently.
possibly....a hundred years is a long time though. Maybe other finds by LIDAR will emerge over time
I wonder why the article says, "it is believed to be in poor condition"?
I assume its not because its 1000yo.

The ground looked pretty flat, which suggests the barrow was ploughed out, so that would put paid to any upper works and perhaps scatter the burial chamber. It will also have reduced the chance that you'll have any anaerobic conditions in there.
good point....hadnt thought of the effect of ploughing
