So what are Scutarii rules?

You can use figures of any scale based for any rules system without having to rebase them. A unit represents about 500 men and can be represented by one or two bases. There is also an optional rule for larger units. The optional rule was used for the pike blocks at Asculum. I use 6mm figures for convention games as they are easier to transport and have also used my 28mm figures for several club games.
