My initial reaction was that this had some link to 18th century pirates.
Needed another capital letter though.

Not really; Israel and Egypt have been pretty close for years on the basis of 'my enemy's enemy'. The new Egyptian 'strong man' was supported by the Israeli's. Can't have any 'Arab Spring' types in charge of the Canal Zone. But any small steps.
