The article specifically says that the Greeks of Italian Cumae founded Parthenope, which suggests that the sub responsible for the headline hadn't actually read the article.

My (admittedly limited) understanding is that they never do.
I was once told to provide more copy than needed. If you provide more, subeditors merely cut it down. Provide too little, subeditors have to invent stuff to fill the space :-[
