Does anybody know if there is a paper produced which discusses in more detail what the inscriptions say?
I don't know if these papers are exactly what you seek but perhaps searching academia.edu and elsewhere for the various author's works may reveal something of interest.

Further to my previous message, the book that Akkermans' article comes from is available as an open access download from the ever reliable Sidestone Press: Landscapes of Survival - The Archaeology and Epigraphy of Jordan's North-Eastern Desert and Beyond.
Its' chapters cover a wide temporal range from earliest times and I'm sure it will contain something of interest.
It includes the chapters "Bows on basalt boulders: weaponry in Safaitic rock art from Jebel Qurma, Black Desert, Jordan," "Graffiti and complexity: ways-of-life and languages in the Hellenistic and Roman harrah," and "Remarks on some recently published inscriptions from the harrah referring to the Nabataeans and the 'revolt of Damasī'"
