my best mate is an archaeologist and he is working for the PAS and confirms that things like this often end up with the fact that if people were honest they would end up with more money than the dishonest route.

The system does seek to take a carrot and stick approach.  Be good, get rewarded.  Be bad, do jail time and owe the state all your worldly goods.

its just not worth doing it the wrong way and yet people still take the chance. The stupid thing is, its a guaranteed payout if they do the decent thing!

Remember that you're dealing with people who have no reason to trust the system. A proportion of our population work on the principle that the system is out to screw them. Sometimes they're right, sometimes it's because they impute to the system their own ethical outlook
