Agreed.  If it wasn't for the carbon dating, I would have said 19th century Scottish Romantic.  Not a practical weapon - more like a paper knife.  Odd.

While the leather and blade date from the medieval period, the hilt and scabbard are unusual for the period.

So the Treasure Trove people aren't entirely convinced either.
