I suspect they're lucky the last known burial is over 100 years old. Following normally CofE rules you can probably get to renew the grave spaces just using a faculty. But you don't normally remove anybody, just stick the next ones in
as long as they dont use a JCB.....

I've dug holes for ashes (not full graves) in one of our local churchyards and I'd guess that it's been completely used three times. It's more a thin human soup than discrete graves

The advantage is that if it's disposed of in a church yard, the ground is unlikely to be returned to agriculture any time soon. So we keep them out of the food chain ;)

I know at one point the dairy hygiene regulations were stricter and more tightly policed that the regulations pertaining to cafes etc
I genuinely don't know if that is still true
Probably something to do with the chances of catching mad cow disease from a scone.... :-\
