When you think of it, it's a failed route. Miles and miles of picturesque hiking trail probably wasn't the original plan.

Maybe it was like one of those Japanese highways to nowhere in particular.  A boondoggle for transferring cash from the public account to a business interest that needed massaging.

Sorry, are we talking about the Sarn Helen road or the M4 around Newport?

...except the Sarn Helen road has probably received more money than the M4 in the last couple of decades.
