When you think of it, it's a failed route. Miles and miles of picturesque hiking trail probably wasn't the original plan.

Maybe it was like one of those Japanese highways to nowhere in particular.  A boondoggle for transferring cash from the public account to a business interest that needed massaging.

Sorry, are we talking about the Sarn Helen road or the M4 around Newport?
