I see that I wrote at http://tabulaenovaeexercituum.pbworks.com/w/page/14246689/Frisian%2C%20Stedinger%2C%20or%20Dithmarschen%201106-1500%20AD "The Frisians were probably organised into companies by parish, since they marched behind crosses and banners taken from their churches (Froissart p.554)". So religious flags would be what to go for.

Might be appropriate to do flags made to hang as vexilla - as still often found in churches - but flown from a standard pole so with the design at right angles. This was certainly done in the Peninsular War by some Spanish regiments and may explain why quite a few of the TK banners from Grunwald have things like eagles on their sides.

I recall some undemanding searches on the internet a decade or so ago found a digitised copy of medieval German heraldry books.

As I only needed four flags I didn't bother to keep the link, But it might give the detail you need if you can find it.

Redrawn versions of numerous armorials.

That said, I don't know how much the Frisians had an armigerous aristocracy.  In terms of religious banners, I note the seal of "Tota Frisia" contained an image of the Virgin enthroned with Christ child, which would perhaps be appropriate.

https://nl.wikipedia.org/wiki/Wapen_van_Friesland has details about arms of a mythical king of Friesland which kept cropping up in armorials. The modern province's flag is inspired by them and may be worth including. The same leaves appear on e.g. the arms of Denmark.
