I get the impression that they have realised that they have room on the site to extend the solar panels in a different direction, so why delay for an archaeological investigation?  Build the solar farm in a different configuration, the dirt-scrabblers can then access the interesting bit as and when time and funding permits.

That is probably the advantage of solar panels - you are more interested in a minimum number pointing the right way than caring especially how they are positioned in detail.
